Residents of a Blackburn neighbourhood were left “disgusted” after a workman was caught on CCTV throwing rubbish on the floor and then appearing to urinate on the pavement.
The incident happened at around 1pm on Wednesday (July 5) in Granville Road, close to the junction with Azalea Road.
The van, which was parked in a disabled bay on the street, also caused damage to a Land Rover parked behind it as it reversed out.
The man was working for L3 Optics, a company laying internet cables.
One resident, who did not wish to be named, said: “I feel absolutely disgusted.
"Our children play in the front gardens and other children and families walk past regularly and to see someone urinating outside our homes is vile.
“Then causing damage to vehicles and driving off is more than unacceptable.”
In the video, the workman is seen taking something from the driver’s side of the van, ripping it up and throwing the contents on the floor.
He then opens a rear driver’s side door and appears to urinate onto the pavement, with the door blocking it from view.
A further clip shows as he reverses away, a piece of equipment attached to the back of the van scratches a Land Rover parked behind him.
This caused a large scratch to the front of the bumper before he then managed to get out of the space and drive away.
Another resident said: "I noticed litter in the spot and checked my CCTV. Upon checking this the fellow got out and decided to have a wee.
"This was shocking as it was broad daylight and we have the neighbours kids playing about in the front garden sometimes."
Councillor Jackie Floyd (Labour, Billinge and Beardwood) said: “Getting companies to make sure their workers act appropriately is a challenge. They should make sure their staff act appropriately.
“We would support residents contacting these companies expecting and demanding a much greater level of customer service.
“We’d expect all of them to have common decency and make sure they look after the environment they’re working in.”
L3 Optics have been approached for comment, and are understood to be conducting an internal investigation.
